摘  要:长江口水域是“六区一线”重点水域之一,船舶交通流复杂,也是我国的传统渔场。商船习惯航路与传统渔场(区)存在重叠,导致商渔船碰撞事故时有发生。为降低商渔船碰撞风险,减少事故发生,从“人-机-环-管”四个角度研究引发长江口定线制水域商渔船碰撞事故发生的因素,构建商渔船碰撞风险评价体系,基于层次分析法(AHP)进行模糊评判,对不同影响因素进行权重分析,通过定量的数学方法准确表达引发长江口定线制水域商渔船碰撞因素的影响程度,并根据各影响因素的特点,提出防范该水域商渔船碰撞重大风险的措施,为辖区商渔船安全监管提供指导。The waters of the Yangtze River estuary are one of the key water areas in the"Six Zones and One Line".The complex ship traffic and traditional fishing grounds make it a challenging area.The overlap of commercial ship routes and traditional fishing zones often leads to collisions.To reduce the collision risks and accidents,this paper explores the factors that lead to collisions between merchant vessels and fishing vessels in the waters of Yangtze River estuary under the ship routeing system from the four perspectives of human,machine,environment,and management.It establishes a risk assessment system for collisions between merchant vessels and fishing vessels and uses the Analytic Hierarchy Process(AHP)for fuzzy evaluation.The weight analysis is conducted on different influencing factors.Through quantitative mathematical methods,the paper accurately indicates the impact of the factors that lead to collisions between merchant vessels and fishing vessels in the ship routeing waters of the Yangtze River estuary.Based on the characteristics of each influencing factor,the paper proposes measures to prevent major risks of collisions between merchant vessels and fishing vessels in this water area,providing guidance for the safety supervision of commercial and fishing vessels in the waters under jurisdiction.
