国家自然科学基金项目资助情况分析与管理探讨——以中国农业科学院生物技术研究所为例

摘　　要：国家自然科学基金资助情况是衡量一个科研单位基础研究创新能力强弱的重要标志。文章对中国农业科学院生物技术研究所2018-2022年国家自然科学基金的申请和资助情况进行统计分析,总结国家自然科学基金项目申报组织管理工作的主要做法和经验,指出基金申报工作中存在申报书质量有待提高、重大类项目储备不足、申报基数小等问题,并从组织宣传、配套考核激励政策、提高申报书质量等方面提出加强基金项目管理工作的具体措施,以期进一步提升依托单位管理水平。The funding of the National Natural Science Foundation of China is an important symbol for measuring the innovation capacity of a research institute in fundamental research.The article statistically analyzes the application and funding situation of the National Natural Science Foundation of China of Biotechnology Research Institute,Chinese Academy of Agricultural Sciences(CAAS)from 2018 to 2022,summarizes the main practices and experiences of the application organization and management of the National Natural Science Foundation of China,points out that such problems as improving the quality of the application proposal,insufficient reserve of major projects,and a small number of applications,puts forward specific measures to strengthen the management of fund projects from the aspects of organization and propaganda,supporting assessment and incentive policies,and improving the quality of application proposals,with a view to further enhancing the management level of the supporting institutions.
