摘　　要：有效发挥中央预算内投资农业建设项目效益,前期立项评估工作至关重要。针对当前各地评估工作现状和存在的问题,文章系统梳理了规范的委托评估流程,并以2023年国家发展和改革委员会制定并发布的《政府投资项目可行性研究报告编写通用大纲(2023年版)》为遵循,结合农业建设项目特点,构建了参考评估指标体系,提出了相应的政策建议,如完善细化规章制度、灵活调整评估流程、优化指标体系及权重等,以期能够促进中央预算内投资农业建设项目评估工作质量提升。Effectively leverage the benefits of agricultural construction projects invested within the central budget is crucial for preliminary project approval and evaluation.In response to the current situation and existing problems of evaluation work in various regions,this article systematically summarizes the standardized entrusted evaluation process,and takes the"General Outline for Compiling Feasibility Study Reports of Government Investment Projects(2023 Edition)"formulated and issued by the National Development and Reform Commission in 2023,and combines with the characteristics of agricultural construction projects to construct a reference evaluation index system,and puts forward the corresponding policy suggestions,such as improving and refining the rules and regulations,flexibly adjusting the evaluation process,and optimizing the index system and the weight,etc.,so as to be able to promote the quality of the evaluation work of the central budgeted investment projects of the agricultural construction projects.
