地方农业科研院所科技服务农业生产的实践与思考——以河北省农林科学院滨海农业研究所为例

摘　　要：科技服务在推进农业转型升级和乡村振兴中发挥着重要作用。地方农业科研院所作为解决地方农业科技问题的主力军,在新品种选育和新技术研发等方面作出了突出贡献,但在科技服务地方农业发展方面仍有不足。文章以河北省农林科学院滨海农业研究所为例,从成果熟化度不够、科研人员科技服务能力不强、激励机制不完善等方面分析了地方农业科研院所科技服务工作中存在的问题,针对问题从加强成果熟化、提升科研人员科技服务能力和沟通能力、完善服务奖励制度等方面提出了加强科技服务工作的对策,以期为地方农业科研院所提升科技服务水平提供借鉴和参考。Science and technology services play an important role in promoting agricultural transformation and upgrading and rural revitalization.As the main force in solving local agricultural science and technology problems,local agricultural research institutes have made outstanding achievements in new variety selection and breeding and new technology research and development,but there is still a big gap in science and technology services for local agricultural development.Taking Institute of Coastal Agriculture Hebei Academy of Agriculture and Forestry Sciences as an example,the article analyzes the problems of science and technology services from the aspects of insufficient maturation of achievements,insufficient service capacity of scientific researchers,insufficient incentive mechanism,etc..We proposed a series of targeted measures such as strengthening the maturation of achievements,enhancing the S&T service capacity and communication ability of researchers,and improving the service incentive system,etc.,in order to provide a reference for local agricultural research institutes to improve the level of science and technology services.
