价值工程在发展中国家生活垃圾焚烧项目开发和建设的应用研究

摘　　要：运用价值工程对发展中国家的生活垃圾处理项目进行分析,识别项目中应具有的基本功能和全寿命成本,定性和定量分析价值系数,优选出性价比高的开发和建设方案。坚持推行价值工程,有利于帮助政府部门、开发商和社会资本等参与方决策,同时也可以给建设方、承包商和设备厂家等提供专业的思路和方法。Value engineering is adopted in Waste to Energy Plant projects in developing countries,which focuses on identification of basic functionality and life cycle cost of each facility.It is illustrated that how to deduce value coefficient and select the highest cost-effective solution of WTEP development.Value engineering not only enables shareholders,e.g.local government,developers and investors,to make strategic decisions,but also provides a tool for owners,contractors and equipment manufacturers.
