摘　　要：能源安全是我国总体国家安全体系中的重要一环,近年来受气候变化、贸易摩擦、地缘政治冲突、新冠疫情等诸多因素的影响,全球能源供应链遭受巨大冲击,给我国能源安全带来了新的风险和挑战。在我国能源特别是石油和天然气对外依存度居高不下、地缘政治冲突持续深化、贸易摩擦不断升级等背景下,我国利用外部能源的渠道收紧、变数增多、风险加剧,导致国内能源价格上涨压力增大、用能成本增加,影响到经济社会的高质量发展。在此背景下,保障我国能源安全,应坚持立足国内、自力更生,数量安全、煤炭托底,节约优先、效率为本,科技支撑、多能协同,扩大开放、开拓海外的思路,大力实施可再生能源发展战略、能效全面提升战略、绿色能源消费战略、能源科技创新战略、能源多元合作战略,在增大能源供给总量的同时降低碳排放,在控制能源成本的同时降低对外依存度,在节约能源的同时形成良好的生活方式,在塑造长板技术新优势的同时提升全行业竞争力,在保障海外能源安全的同时提升我国能源话语权。Energy security is an important part of China's overall national security system.In recent years,the global energy supply chain has been greatly impacted by climate change,trade frictions,geopolitical conflicts,the COVID-19 and many other factors,bringing new risks and challenges to China's energy security.Against the backdrop of China's high external dependence on energy,especially oil and natural gas,deepening geopolitical conflicts,and escalating trade frictions,the channels for utilizing external energy in China have been tightened,with increasing variables and risks,leading to increased pressure on domestic energy prices and increased energy costs.This has already affected the high-quality development of the economy and society.In this context,to ensure China's energy security,we should adhere to the overall idea of being based on domestic efforts,self-reliance,quantity safety,coal as the foundation,prioritizing conservation,efficiency as the foundation,scientific and technological support,multi energy coordination,expanding openness,and expanding overseas development.We should vigorously implement the development strategy of renewable energy,the comprehensive improvement strategy of energy efficiency,the green energy consumption strategy,the energy technology innovation strategy,and the energy diversification cooperation strategy,reducing carbon emissions while increasing the total energy supply,reducing the external dependence while controlling energy costs,forming a good way of life while saving energy,enhancing the competitiveness of the whole industry while shaping the new advantages of long board technology,and increasing China's energy discourse power while ensuring overseas energy security.
