“三治合一”视域下我国村务公开问题剖析与完善路径探讨

摘　　要：在乡村振兴大背景下,乡村治理引起广大党员干部和人民群众的重视,随着民主管理理念的逐渐深入,人们也逐渐意识到村务公开的重要性。该文在研究大量文献的基础上,基于村务公开在内容、方式、时效、程序及监督机制等方面存在着的问题,以“三治合一”理念作为实现村务公开的重要理论支撑,剖析小农思想影响、村体结构转变、法律法规缺失和干部素质不足等方面的原因,最后从自治、法治、德治3方面出发分别提出要发挥村民主体作用、健全相关法律法规、加强农村教育教学等对策,对建设社会主义新农村具有新的指导意义。In the context of rural revitalization,rural governance has attracted the attention of the broad masses of Party members,cadres and the people.With the gradual deepening of the concept of democratic management,people have gradually realized the importance of open village affairs.Based on the study of a large number of literature,and aiming at the problems existing in the publicity of village affairs in terms of content,mode,limitation,procedure and supervision mechanism,this paper takes the concept of"three governance in one"as an important theoretical support for realizing the publicity of village affairs.This paper analyzes the reasons for the influence of small farmers'thought,the transformation of village structure,the lack of laws and regulations,the lack of cadres'quality and so on.Finally,from the three aspects of autonomy,the rule of law and the rule of virtue,the paper puts forward some countermeasures,such as giving full play to the main role of villagers,perfecting relevant laws and regulations,and strengthening rural education and teaching,which has new guiding significance for building a new socialist countryside.
