摘　　要：环境执法是环境保护行政主管部门根据相关法律法规赋予的职责权利和流程对环境行政对象采取的具备法律约束效应的行政措施,是我国行政执法工作的关键内容。近几年,伴随国家环境法律体系建设工作的持续推进,基层环境执法逐渐暴露出了许多问题,而这些问题正是阻挠环保工作顺利进行的因素。目前,依法治国已经是国家的基本战略,在此基础上研究基层环境执法工作存在的问题,并探寻这些问题的解决措施,具有重大的现实意义。Environmental law enforcement is the administrative measures with legal constraint effect for the environmental administrative departments according to the duties,rights and processes granted by relevant laws and regulations,which is the key component of administrative law enforcement in China.In recent years,with the continuous progress of the construction of the national environmental legal system,many problems have been gradually exposed in the grassroots environmental law enforcement,and these problems are the factors that hinder the smooth progress of the environmental protection work.At present,the rule of law has been the basic strategic strategy of the country.On this basis,it is of great practical significance to study the shortcomings of environmental law enforcement at the grass-roots level and to explore the solutions to these problems.
