摘　　要：本研究运用文献资料、专家访谈等方法,探究数字赋能农村全民健身公共服务高质量发展的内在逻辑、实践图景及优化策略。研究认为:数字赋能农村全民健身公共服务的作用机制体现在缩小城乡供给水平、供给侧-需求侧资源整合机制构建、多主体参与的弹性匹配机制构建,回应农村现代化与数字乡村建设的实践探索、遵循城乡均衡充分发展与共同繁荣的目标导向、聚焦整体智治观与高品质民生观的价值追求。这些也都是其内在逻辑,指向实现需求侧与供给侧的精准匹配、驱动量与质的城乡均衡发展、推动治与智高效融合的应然图景;同时也面临传统行政方式的路径依赖、数字生态失衡造成系统失调、数字素养缺失加剧数字鸿沟的实然图景。针对现实困境,特提出政府供给侧、人民需求侧、服务环境端、监测反馈端的靶向路径。Employing methods such as literature analysis and expert interviews,this study delves into the inherent logic,practical vision,and optimization strategies for achieving high-quality development in rural public fitness services through digital empowerment.The research identifies that the role of digital empowerment in rural public fitness services is manifested in mechanisms such as narrowing the urban-rural supply gap,establishing resource integration mechanisms between the supply and demand sides,and creating a flexible matching system involving multiple stakeholders.These efforts respond to the practical exploration of rural modernization and the digital transformation of rural areas,align with the goal of achieving balanced and mutual prosperity between urban and rural areas,and concentrate on the value pursuit of comprehensive governance and a high-quality standard of living.These elements constitute the internal logic,pointing towards the achievement of precise alignment between supply and demand,driving balanced urban-rural development in terms of both quantity and quality,and promoting the effective integration of governance and intelligence in the desired vision.However,there are challenges such as the path dependency on traditional administrative approaches,imbalances in the digital ecosystem leading to system disruption,and an exacerbation of the digital divide due to a lack of digital literacy.To address these real-world challenges,targeted strategies are proposed for the government’s supply-side,the people’s demand-side,the service environment,and the monitoring and feedback system.
