摘 要:无线电频谱资源的衍生品己遍及社会经济的众多领域,各行业对频谱资源的需求与日俱增。频谱资源是一种稀缺的、不可再生的公共资源,我国现行的行政审批分配方式并不能使其使用效率最大化,也不能充分体现频谱资源的经济价值。通过对波兰首次频谱拍卖使用的拍卖模型、拍卖规则以及拍卖过程进行系统分析,总结了波兰首次频谱拍卖的经验对我国分配频谱资源的启示。The derivatives of radio spectrum resources have spread to many fields of social economy,and the demand for spectrum resources in various industries is increasing rapidly.Spectrum resources are scarce and non-renewable public resources.The current allocation mode of administrative examination and approval in China cannot maximize its use efficiency,and cannot fully reflect its economic value.This paper systematically analyzes the auction model,auction rules and auction process adopted in Poland s first spectrum auction,and summarizes the inspirations of the experience of Poland’s first spectrum auction to the allocation of spectrum resources in China.
