摘　　要：分析了电信行业软件造价估算现状及面临的问题,提出了一种建设案例基准库和软件造价估算系统以提升软件造价估算的标准化与规范化的解决思路,给出了建设案例基准库要点、软件造价估算系统框架,并设计了一个电信行业软件造价估算系统工作流程以指导在工程实践中的应用。First,this paper analyzes the current situation and problems of software cost estimation in the telecommunications industry.Then,it proposes a solution to improve standardization and normalization of software cost estimation by building a case database and a software cost estimation system.It also proposes the key points of building the case database and the framework of software cost estimation system.Finally,it designs a workflow to guide the implementation in engineering practice.
