摘 要:目的:提升区域内医学技术创新效率,优化医疗资源配置。方法:以广东省19所三级医院为研究对象,运用DEAMalmquist模型方法测度区域医学技术创新效率的发展态势,并用Tobit回归方程分析影响效率的因素。结果:19所三级医院的投入产出指标方面存在异质性,有17.9%的研究单元处于效率最优状态,其余单元存在相对的科研投入不足或冗余,而且部属医院的创新效率明显优于非部属医院。全省医学技术创新效率年均提升11.2%,呈现出稳步提升的良好势头;由于资源配置和管理水平相对落后,技术效率年均下降4.3%,其中纯技术效率下降0.5%、规模效率下降3.9%,同时科研资源的配置问题更为突出,优化人才结构和加强对外交流是显著提高科研效率的重要因素。结论:提升医学技术创新效率的关键在于建设高层次人才队伍、合理配置科研资源、优化科研管理水平和深化拓展国际交流合作。Objective:To improve the efficiency of medical technology innovation in the region and optimize the allocation of medical resources.Methods:Using 19 Grade III hospitals in Guangdong Province as the research object,the DEA-Malmquist model was used to measure the development trend of regional medical technology innovation efficiency,and the Tobit regression equation was used to analyze the factors affecting the efficiency.Results:There was heterogeneity in the input-output indicators of 19 Grade III hospitals,with 17.9%of research units in the optimal efficiency state,while the remaining units had relatively insufficient or redundant scientific research investment.Moreover,the innovation efficiency of affiliated hospitals was significantly better than that of non-affiliated hospitals.The average annual increase in the efficiency of medical technology innovation in the Province is 11.2%,showing a steady upward trend,due to the relatively backward resource allocation and management level,technical efficiency has decreased by 4.3%annually,with a decrease of 0.5%in pure technical efficiency and a decrease of 3.9%in scale efficiency.In the meantime,this is reflected in the more prominent issue of scientific research resource allocation,optimizing talent structure and strengthening external exchanges are important factors that significantly improve scientific research efficiency.Conclusions:The key to improving the efficiency of medical technology innovation lies in building a high-level talent team,allocating scientific research resources reasonably,optimizing the scientific research management level,and deepening international exchange and cooperation.
