摘　　要：钱塘江杭州段海塘文化遗产文化形态多样、人文内涵丰富、地域特色鲜明,具有传承治水理念、工程技术、人文精神的重要价值。然而,当前钱塘江杭州段海塘文化遗产存在海塘本体及海塘管理设施遗存遭受破坏、管理主体趋向多元、缺少内涵解读和创造性转化创新性发展等问题,亟须从钱塘江古海塘海潮文化发展、社会主义核心价值体系建设、文化产业发展和经济发展等方面着手,从人水和谐的角度打造和谐文化高地,从精神共富的角度助力社会主义核心价值体系建设,从物质共富的角度助力经济发展,从可持续发展视角做好文化遗产保护工作,以辩证统一的思维把握好文化遗产保护与开发的平衡点,助力中华优秀传统文化的创造性转化、创新性发展以及打造“人水和谐”的“两个先行”高地。The seawall cultural heritage in Hangzhou section of the Qiantang River has diverse cultural forms,rich humanistic connotation and distinct regional characteristics,which has important values in inheriting the concept of water control,engineering technology and humanistic spirit.However,the current seawall cultural heritage in Hangzhou section of the Qiantang River has some problems,such as the seawall itself and the remains of seawall management facilities to have been damaged,and the management subject tends to be diversified,and the connotation interpretation as well as the creative transformation and innovative development lacking.It is urgent to start with the development of ancient seawall culture of the Qiantang River to build a harmonious cultural highland from the perspective of harmony between people and water,to assist the construction of socialist core value system from the perspective of spiritual co-prosperity,to push economic development from the perspective of material coprosperity,to do a good job in cultural heritage protection from the perspective of sustainable development,and to grasp the balance point between cultural heritage protection and development with a dialectical and unified thinking,so as to promote creative transformation and innovative development of excellent traditional Chinese culture and to create“two leading highlands”of“harmony between people and water”in Zhejiang.
