摘 要:我国建筑能耗日益增加,建筑业的节能减排问题已然引起广泛关注。为深入探究我国建筑节能政策实施情况以及政策体系和结构的不足之处,从命令控制型、经济激励型、信息引导型、自愿参与型4种类型政策工具出发,结合建筑节能政策涉及的绿色建筑推广发展、住宅全装修和装配式建筑推广等8个目标领域,构建二维分析框架,借助Nvivo12软件对政策文本内容进行量化分析。分析结果表明,我国建筑节能政策不同目标领域之间的政策分布有差距,农村建筑节能领域政策缺乏,政策工具存在失衡问题。优化政策工具结构、提高政策工具和建筑节能目标领域的适配度,促进各目标领域均衡发展是有必要的。With the increasing energy consumption in China’s construction industry,the issue of energy conservation and emission reduction has attracted widespread attention.In order to deeply explore the implementation of China’s building energy conservation policies and the shortcomings of the policy system and structure,a two-dimensional analysis framework is constructed based on four types of policy tools:command control,economic incentive,information guidance,and voluntary participation,combined with eight target areas of green building promotion and development,residential full decoration,and prefabricated building promotion involved in building energy conservation policies,quantitative analysis of policy text content using Nvivo 12 software.The analysis results indicate that there are differences in the distribution of policies among different target areas of China’s building energy efficiency policies,and there is a lack of policies in thefield of rural building energy efficiency,resulting in imbalanced policy tools.It is necessary to optimize the structure of policy tools,improve the adaptability of policy tools to thefield of building energy efficiency goals,and promote balanced development in various target areas.
