摘　　要：从文献计量学和信息计量学角度,对“十三五”获省部级科技奖励烟草类成果的授奖机构、等级、类别、牵头完成单位、成果技术领域、成果完成形式等进行了统计分析和信息挖掘,总结了“十三五”烟草类获奖成果呈现的特点:(1)获奖成果以总公司奖励和省级政府奖励为主,地方政府给予烟草类成果奖励政策差异较大;(2)科技进步奖占绝对优势,自然科学奖和技术发明奖占比较低,高等级奖成果偏少;(3)成果所属技术领域分布不均衡;(4)烟草企业之间获奖数量和创新能力差异较大;(5)产学研合作创新力度还不够等。基于研究结果,文章提出了相关建议。Based on the perspective of bibliometrics and information metrology,the awarding organizations,grades,categories,the first award-winning organizations,technical field coverage,the completion form of achievements were systematically summarized.Then the characteristics of award achievements were analyzed and concluded.The conclusion shows that:(1)the majority of provincial and ministerial achievements in this study were awarded by State Tobacco Monopoly Bureau(STMB)and provincial governments.And provincial governments’science and technology incentive policies differ greatly;(2)The achievements of Science and Technology Progress Award were much more than those of Natural Science Award and Technological Invention Award.And the percentage of high-level awards was still very low;(3)The distribution of those awards achievements is unbalanced in different technical fields;(4)There are big gaps of innovation abilities among different regions and different businesses;(5)There’s still lots of work to do for improving the Industry-Acadamy-Research Cooperation in tobacco industry.Based on the study and analysis,some countermeasures and suggestions were put forward at the end of paper.
