摘　　要：吴燕绍、吴禄贞都是清末民初在边疆、边事研究方面有影响力的官员学者。各本《经营蒙古条议》与《东四盟蒙古纪实》原稿皆出自吴燕绍处。吴燕绍是实际属稿者,或至少是共同作者。《经营蒙古条议》集中体现了吴燕绍的治边思想和对晚清蒙古地区进行改革和建设的全面规划,是涉及该地区宗教、政治、军事、经济、文化、环境等各个方面的一整套治理方案,具有重要意义。Wu Yanshao and Wu Luzhen were both influential officials and scholars in the study of frontiers and border affairs in the early 20th century.The manuscripts of all editions of Jing Ying Meng Gu Tiao Yi and Dong Si Meng Meng Gu Ji Shi came from Wu Yanshao.Wu Yanshao is the author or at least a co-author.The Jing Ying Meng Gu Tiao Yi prominently embodies Wu Yan-shao's thoughts on border affairs and the plans to reform and develop Mongolia region in late Qing dynasty,including a complete set of governance solutions about religions,politics,military,economy,culture,environment,etc,which is of great significance.
