北约新战略概念及其对欧洲的多重含义

摘　　要：俄乌冲突爆发后,欧洲安全局势不断恶化。在此背景下,北约于2022年6月发布《北约2022战略概念》。新战略概念与此前版战略概念相比,既有继承也有调整。北约出台新战略概念主要基于对俄罗斯威胁认知上升、美国持有的“新冷战”思维、北约盟国对集体安全的依赖及对中国影响力提升的戒备。新战略概念在重申北约宗旨、原则、核心任务和价值观基础上,全新评估其面临的战略环境,试图通过继续扩员、扩充军事力量和升级威慑战略的方式,对其认定的威胁和挑战形成战略优势。北约新战略概念对欧洲安全观、欧洲战略自主、欧洲安全秩序及欧洲的大国外交都有重要影响,对此加强研究有重要现实意义。The security situation in Europe has been deteriorating since the outbreak of the Russia-Ukraine conflict.In this context,NATO released the《NATO 2022 Strategic Concept》in June 2022.The new strategic concept is both inherited and adjusted from the previous version.The new strategic concept is based on the rising perception of the Russian threat,the“new Cold War”mentality of the United States,the reliance of NATO allies on collective security,and the wariness of China's rising influence.The new strategic concept reaffirms NATO's purpose,principles,core missions and values,and provides a fresh assessment of the strategic environment it faces,seeking to develop a strategic advantage over its identified threats and challenges through continued enlargement,military build-up,and an upgraded deterrence strategy.This paper argues that the new strategic concept will have important implications for the European security concept,European strategic autonomy,European security order,and European great power diplomacy.A systematic study of these issues is of great practical importance.
