摘　　要：科技财政是助推我国技术进步,强化战略科技力量、提升创新体系整体效能的重要资源,因此研究科技财政推动技术进步的机制与创新路径成为重要的课题。首先,分析了科技财政助推技术进步的五大机制;其次,梳理了中国科技财政的实施效果以及存在的制约因素;最后,从适应企业生命周期成长的科技财政资源供给保障、资金配置效率、科技金融体系建设、科技财政经费监管等方面提出了中国科技财政助推技术进步的创新路径。Science and technology finance is an important resource for promoting China’s technological progress,strengthening strategic scientific and technological strength,and improving the overall efficiency of the innovation system.Therefore,studying the mechanism and innovation path of science and technology finance promoting technological progress has become an important topic.Firstly,the five mechanisms by which science and technology finance promotes technological progress were analyzed;Secondly,it sorted out the implementation effectiveness and existing constraints of China’s science and technology finance;Finally,an innovative path for China’s science and technology finance to promote technological progress is proposed from the aspects of ensuring the supply of science and technology financial resources,efficiency of fund allocation,construction of science and technology financial system,and supervision of science and technology financial funds that adapt to the growth of enterprise life cycle.
