总体国家安全观视域下全球安全治理的中国路径

摘　　要：面对大国竞争加剧、区域冲突升级、传统安全与非传统安全挑战加重、全球安全格局加速失衡的复杂国际环境,总体国家安全观不仅对国内安全工作有重要指导作用,其具有中国特色的安全治理思想对于全球安全治理同样具有重大意义。总体国家安全观坚持以人民安全为宗旨,强调推进各领域安全,倡导总体安全和共同安全,并推动完善全球安全治理体系。在总体国家安全观指引下,中国积极参与全球安全治理,推动建设和完善区域合作机制,推进“一带一路”的全球实施;今后将更加积极有为地参与全球安全治理,与他国及国际和区域组织展开多领域深度合作,推动全球安全倡议、树立全球安全观,在参与解决热点问题中贡献中国智慧和中国力量。In a complex international environment characterized by intensified major-country competition,heightened regional conflicts,rising traditional and nontraditional security challenges,and increasing imbalances in the global security landscape,a holistic approach to national security provides important guidance for safeguarding China's national security.Moreover,its securitygovernancephilosophy,which carries distinctive Chinese characteristics,also has significant implications forglobal securitygovernance.A holistic approach to national security takes the people's security as its ultimate goal,pursues security in various fields,advocates overall and common security,and strives to improve the global security governance system.Guided by a holistic approach to national security,China has been actively participating in global security governance,promoting the construction and refinement of regional cooperation mechanisms,and implementing the Belt and Road Initiative globally.Looking.ahead,China will play a more proactive andeffectivepart inglobal securitygovernance under the guidance of a holistic approach to national security,deepening cooperation withothercountries and international and regional organizations in different fields,advancing the Global Security Initiative,fostering aglobal security vision,and contributing its wisdom and strength to resolving hotspot issues.
