摘　　要：当前,台海形势及中美关系的发展均不乐观,面临不少挑战和难题。美国勾连盟友力推“三海联动”,并炒作“安全恐慌”,造成地区局势高度紧张。美方不断派遣军机穿航中国台湾海峡以凸显“国际空域”的“自由”,为其操纵涉台问题和损害中国安全利益制造法理依据。在所谓解放军军机“侵入”“台湾防空识别区”问题上,美方亦多有歪曲解读和舆论误导,充分暴露其主张“航行和飞越自由”的标准不一。在当前台海“新常态”下,中美军机在台海周边空域密集行动确有可能引发“意外事件”。为避免误判和紧张局势升级,中美双方可视情在现有危机管控机制的基础上适时推展“细则”磋商。At present,the situation in the Taiwan Strait and the trend of China-U.S.relations are not optimistic,facing many challenges and problems.The United States,in conjunction with its allies,insists on stirring up the Taiwan China Strait,the South China Sea and the East China Sea at the same time,and hypes up"security panic",causing high tension in the region.The U.S.keeps sending military aircraft through the Taiwan Strait and advocating the"freedom"of"international airspace",which is actually fabricating a legal basis for its manipulation of Taiwan-related issues and undermining China's security interests.The U.S.has distorted interpretations and misled public opinion on the so-called"intrusion"of PLA military aircraft into Taiwan authorities-declared Air Defense Identification Zone,which fully exposes its different standards for"freedom of navigation and overflight".Under the current"new normal"in the Taiwan Strait,intensive operations by PLA and U.S.military aircraft in the airspace around the Taiwan Strait may indeed cause"incidents".In order to avoid miscalculation and escalation of tension,China and the U.S.should,based on the existing crisis management mechanism,carry out consultations on"detailed code"at an appropriate time.
