人才安居政策执行的实践审视及改进策略——以广州市南沙区为例

摘  要:人才安居问题业已成为制约城市人才引聚力和经济发展活力的重要因素之一。各地政府陆续出台了一系列人才安居政策,竭尽所能引聚人才。但现有人才安居政策执行过程中普遍存在着准入条件较高、申请程序繁杂、退出机制不完善、政策内容与人才需求适配性低、政企沟通不畅等问题,致使政策执行效果欠佳,难以实现既定政策目标。广州市南沙区借助营智环境建设契机,建立起以力度大且惠及广、兑现快且程序简、应需求且服务优为亮点并覆盖与衔接共有产权房、人才公寓、住房补贴等的人才安居政策,不仅将技能型人才纳入政策对象范畴,而且努力提升人才一站式服务质效,悉力创新共有产权房使用机制,尤其是其人才共有产权房流转和退出机制,既体现了一级政府对人才工作的高度重视,也彰显了其创建国际化人才特区的积极作为,为其他地区制定和执行人才安居政策提供了全新思路和优质样板。其实践做法值得研究借鉴,但仍需动态持续改进。The issue of reassuring talent housing has become one of the important factors that constrain the cohesion of urban talents and the vitality of economic development.Local governments have successively introduced a series of policies for talent housing,making every effort to attract talents.However,in the implementation process of the existing talent housing policies,there are generally problems such as high admission conditions,complex application procedures,incomplete exit mechanisms,low compatibility between policy content and talent demand,and poor communication between government and enterprises,which result in poor policy implementation effect and difficulty in achieving established policy objectives.Taking advantage of the opportunity of building a smart environment,Nansha District of Guangzhou has established a talent housing policy with a focus on strong efforts,wide benefits,quick fulillment,simple procedures,responsive demands,and excellent services,covering and connecting joint ownership housing,talent apartments,housing subsidies,etc.Not only does it include skilled talents in the scope of policy objects,but it also strives to improve the quality and efficiency of talent one-stop services,and fully innovates the mechanism for using joint ownership housing,especially the transfer and withdrawal mechanism of talent joint ownership housing property.This reflects the high importance that Nansha District government attaches to talent work,and also highlights its active role in creating international talent zone,providing new ideas and high-quality models for other regions to formulate and implement talent housing policies.Its practical approach is worthy of research and reference,but it still requires dynamic and continuous improvement.
