中国式现代化视阈下生态警务跨区域协同治理研究

摘　　要：跨区域生态警务治理是推动我国经济社会高质量发展和建设中国式现代化的重要组成部分。各地积极探索现代警务新机制、新模式,尝试以生态警务建设的地方公安实践引领警务现代化,推进人与自然和谐共生的中国式现代化。从治理主体、治理方式、治理功能和价值的角度解读中国式现代化视阈下生态警务跨区域治理的结构逻辑后发现,生态警务跨区域治理的转型机制在于多重治理主体要求生态警务跨区域协作、多元化治理方式促进生态警务转型以及现代化治理制度推动生态警务协同发展三个方面。在中国式现代化的征程中,我国生态警务跨区域治理的路径优化不仅要在上下联动,促进跨区域协同治理方面不断努力,而且应该重视信息共享,推动数字化治理,还应注重警民结合,构建治理共同体。Cross-regional ecological policing governance is an important part of promoting high-quality economic and social development and building Chinese-style modernization in China.All localities actively explore new mechanisms and models of modern policing,try to lead the modernization of policing with local public security practices of ecological policing construction,and promote the Chinese-style modernization of harmonious coexis-tence between man and nature.The structural logic of cross-regional governance of ecological policing under the perspective of Chinese modernization is interpreted from the perspectives of governance subject,governance mode,governance function and value.The transformation mechanism of cross-regional governance of ecological policing lies in three aspects:multi-governance subjects require cross-regional cooperation of ecological polic-ing,diversified governance ways promote the transformation of ecological policing,and modern governance sys-tems promote the coordinated development of ecological policing.ln the journey of Chinese-style modernization,the path optimization of cross-regional governance of ecological policing in China should not only make contin-uous efforts to promote cross-regional collaborative governance,but also pay attention to information sharing,promote digital governance,but also pay attention to the combination of police and people,and build a gover-nance community.
