摘 要:解放战争时期,在中国共产党转入战略反攻,开辟中原新解放区的过程中,华北和华东等老解放区的数批干部南下中原,与军队分遣干部及中原突围时期留下来的“坚持干部”一同构成新区地方干部群体的最初基础。此后,为发展巩固中原新区,中原各级组织大量培养和提拔本地干部,在有效缓解新区干部“既少且弱”局面的同时,也使地方干部的来源进一步多样化,加之新区斗争环境复杂不稳定,地方干部在实际工作中的思想作风问题不断浮现。解决地方干部偏离党的政策和纪律要求的各种问题,成为中国共产党新区地方党组织亟待解决的一项重要课题。At a time when the CPC launched strategic counteroffensives during the Chinese civil war and liberated new territories in central China,cadres from liberated areas in North and East China arrived in central China in droves.Along with the underground cadres that had stayed in central China after the Central Plains Breakthrough,they became the backbone of cadres in the newly liberated area in central China.To consolidate and expand the newly liberated area,CPC organizations in central China trained and promoted a large number of local cadres,effectively increasing the number of cadres and improving their competence on the one hand and diversifying the sources of cadres on the other.Confronting a complex and ever-changing environment in the newly liberated area,however,local cadres were embroiled in a list of ideological and working style problems.How to discipline local cadres became an important and challenging task for local CPC organizations in the newly liberated area.
