摘　　要：国家荣誉体系是国家建设的象征领域,中国国家荣誉体系是包含了荣誉制度法律体系、颁授仪式、纪念日设立、公墓建设等一系列内容的整体设计。现代中国国家最高荣誉体系由“五章一簿”组成,国家勋章从称号冠名、勋章设计、表彰决定、颁授主体、制度立法、颁授仪式的时间空间要素等诸多方面彰显了人民的主体地位,体现了人民意志对国家象征资源的支配,反映了国家的政治价值观,指明了未来的道路选择。人民群众是生产实践的主体,具有改造世界的根本性力量,尊重人民的主体地位是马克思主义人民性思想的重要内涵。国家荣誉体系坚持人民是推动社会生产力进步和创造社会历史的主体,尊崇人民在历史发展中的地位,彰显人民在中华人民共和国创建史上的功绩,强调劳动人民在国家建设中的贡献,以此塑造中国的国家认同。国家荣誉体系的人民性决定了国家最高荣誉具有的至上权威。The national honor system is the symbolic field of state making.China’s National Honor System is an overall design that includes a series of contents,such as Honor system legal system,awarding rituals,memorial day establishment and cemetery construction.The highest national honor in modern China is composed of“Five Medals and the Book”.The national medals highlight the principal status of the people in many aspects,such as title,medal design,commendation decision,award subject,system legislation,time and space elements of the award ceremony,etc.,reflecting the will of the people that dominate the country’s symbolic resources,reflecting the country’s political values and indicating the future path choice.Respecting the principal position of the people is an important connotation of Marxist thought of the people.The masses are the main body of production practice and have the fundamental power to transform the world.The national honor system insists that the people are the subject of promoting the progress of social productive forces and creating social history,respects the power of the people in historical development,highlights the achievements of the people in the history of the founding of the Republic,emphasizes the contribution of the labor in state making,and symbolizes China’s national identity and value pursuit.The affinity to the people of the national honor system determines the supreme authority of the highest national honor.
