双循环新发展格局背景下中国引资战略的转变

摘　　要：在建设中国式现代化进程中,推进高水平对外开放,积极有效利用外资,是促进经济高质量发展的重要举措。在传统低成本优势逐步丧失从而对中低端外资吸引力弱化的背景下,实现利用外资“稳中提质”,必须依托构建双循环新发展格局,在引资思路和战略上实现根本性转变。在经济全球化曲折发展的新情况下,资本跨境流动出现新趋势,跨国公司全球化战略发生新变化。不同层次和质量的外资,在进行全球价值链区位布局时考虑的影响因素呈现新特点。只有依托构建双循环新发展格局,实现国际大循环与国内循环形成良性互动,在畅通国内国际双循环中培育和吸引高质量外资的新优势,才能以“质”稳“量”,实现利用外资的“稳中提质”。In the process of building Chinese-style modernization,promoting high-level opening up to the outside world and actively and effectively utilizing foreign investment is an important measure to promote high-quality economic development.Under the conditions of gradual loss of traditional low-cost advantage and weakening attractiveness to medium-and low-end foreign investment,to achieve“stable and high-quality”utilization of foreign investment,it is necessary to rely on the construction of a new development pattern of dual-circulation,and to achieve a fundamental change in investment attraction ideas and strategies.Under the new circumstances of the tortuous development of economic globalization,there is a new trend of cross-border flow of capital and new changes in the globalization strategies of multinational corporations.The influencing factors considered by different levels and qualities of foreign investment in the layout of the global value chain present new features.Relying on the construction of a new development pattern with a dual circulation,realizing the positive interaction between the international and domestic circulations,and cultivating new advantages in attracting high-quality foreign investment in the smooth flow of the domestic and international circulations,it is possible to stabilize quality and quantity,and realize a steady improvement in the quality and quantity of utilized foreign investment.In order to stabilize“quantity”with“quality”and realize the utilization of foreign investment with“quality in a stable manner”.
