摘 要:【目的】为实现“十四五”水安全保障规划目标及成渝地区双城经济圈战略地位,开展用水效率研究对节水型社会构建具有极为重要的意义。【方法】通过构建基于农业、工业、生活、生态及其效益的用水效率指标体系,依据最小信息熵原理对熵权法-信息量权重法进行组合赋权,采用不同决策机制系数下的VIKOR法计算利益比率以拟合TOPSIS相对贴近度,确定2016—2020年成渝经济圈用水效率以及水资源使用偏好,并分析圈内各地市用水效率影响因素,根据节水潜力计算方法确定各地市行业节水潜力。【结果】结果表明:成渝经济圈用水效率在决策机制系数为0.95时评估结果与现状一致,利益比率指数从2016年的0.7797减小至2020年的0.7012,整体用水效率提升10.07%。农业、工业、生活增幅均为20%左右,生态用水效率基本维持不变;资源、经济、社会效益均有小幅上升,而环境效益下降29%。成渝经济圈节水潜力总量为38.73亿,占现状年用水量的14.55%。【结论】研究期间成渝经济圈用水效率总体呈上升趋势,区域水资源偏好产生最大效益,生态用水效率和环境效益急需提升以满足城市发展需求。不同地市用水效率差异较大,城市定位以及产业用水结构对其有较为显著的影响。各地市行业节水潜力结构有所区别,大部分地区农业节水占比大,成都、重庆两大中心城市生活节水潜力显著。总体节水潜力较为可观。[Objective]To achieve the goal of the 14th Five-Year Plan for Water Security and the strategic position of the twin-city economic circle in the Chengdu-Chongqing region,it is of great importance to conduct research on water use efficiency for the construction of a water-saving society.[Method]By constructing a water use efficiency index system based on agriculture,indus-try,life,ecology and their benefits,assigning weights to a combination of entropy method-information weight method based on the principle of minimum information entropy,calculating benefit ratios using the VIKOR method under different decision mechanism coefficients to fit TOPSIS relative closeness,determining water use efficiency as well as use preferences in the Chengdu-Chongqing Economic Circle from 2016 to 2020,and analyzing the factors influencing the water use efficiency of each city in the economic circle,the water saving potentials of each city′s industry were determined according to the water saving potential calcu-lation method.[Results]The results show that the assessment results of water use efficiency in the Chengdu-Chongqing Econom-ic Circle are consistent with the current situation when the decision mechanism coefficient is 0.95,and the benefit ratio index decreases from 0.7797 in 2016 to 0.7012 in 2020,and the overall water use efficiency increases by 10.07%.Agricultural,industrial and domestic increases were all about 20%,while ecological water use efficiency remained basically unchanged;resource,economic and social benefits all increased slightly,while environmental benefits decreased by 29%.The total water saving potential of Chengdu-Chongqing Economic Circle is 3.873 billion m3,accounting 14.55%of the current annual water con-sumption.[Conclusion]The overall water use efficiency of the Chengdu-Chongqing Economic Circle showed an upward trend during the study period,with regional water resources preferences yielding the greatest benefits,and ecological water use efficien-cy and environmental benefits urgently needing to be imp
