摘  要:目前生物医药产业指标体系存在6点不足,建立全维度、全要素生物医药产业创新指标体系恰逢战略机遇具有重要的意义。从国家与地方宏观政策、技术与产品、产业载体、人才等4个维度27组矛盾,可以看到生物医药创新与产业发展面临的系统性挑战和破局点,结合现有指标体系的6点不足,本文提出了系统性微观思维、宏观与微观双层级方式探究生物医药创新和生物医药产业要素间的互动等两大策略,为后续建立综合指标体系,形成清晰的生物医药产业发展逻辑、发展路径里程碑指标、企业发展方略、政府系统性引导政策奠定基础。There are 6 deficiencies in the current biomedical industry indicator system,and it is of great significance that the establishment of a full-dimension and full-factor biomedical industry innovation indicator system coincides with a strategic opportunity.From national and local macro policies,technologies and products,industrial carriers,talents and other 4 dimensions of 27 groups of contradictions,we can see the systematic challenges and breakthroughs faced by the biomedical innovation and industrial development,combined with the 6 deficiencies of the existing indicator system.this article puts forward two major strategies,namely systematic micro-thinking,macro-micro two-level methods to explore the interaction between biomedical innovation and biopharmaceutical industry elements,which lays the foundation for the subsequent establishment of a comprehensive indicator system and the formation of a clear development logic of biopharmaceutical industry,development path milestone indicators,enterprise development strategies,and government systematic guidance policies.
