统合治理与县域议事协调机构的运行机制创新研究——基于西北H县的案例分析

摘　　要：与传统科层制的“条块”统合和“块块”统合不同的是议事协调机构通过“条条”统合的方式实现了县域治理的创新。本研究基于条块关系理论,构建了议事协调机构统合治理的分析框架,并结合对西北H县议事协调机构的案例分析,解析了“条条并举”发包制的运行逻辑。研究发现,议事协调机构通过权威性传导机制、层级协调机制、压力缓解机制、急难事务应对机制形成了议事协调机构特有的统合治理逻辑,逐步降低了县域在压力型体制下所滋生的治理负担。这种议事协调机构的统合治理为县域治理现代化提供了可靠的组织保障和治理机制的创新。因此,在县域治理过程中,议事协调机构的统合治理的现实功能表现为,通过条条关系的有机整合来弥补依托科层制运行的传统行政发包制的不足,以此助推实现县域治理体系和治理能力的现代化。Different from the traditional hierarchical“Block”integration and“Block”integration,the deliberative and coordinating bodies realize the innovation of county governance by the way of the integration.Based on the theory of piecemeal relationship,this study constructs an analytical framework for the integrated governance of the deliberative and coordinating bodies,and combines the case study of the deliberative and coordinating bodies of H County in northwest China,the operational logic of the unified governance of the deliberative and coordinating bodies is analyzed.It is found that the deliberative and coordinating bodies form the unique integrated governance logic of deliberative and coordinating bodies through authoritative transmission mechanism,hierarchical coordination mechanism,pressure relief mechanism and emergency response mechanism,gradually reduce the county under the pressure of the system bred by the burden of governance.The unified governance of the deliberative and coordinating bodies provides a reliable organizational guarantee and innovation of governance mechanism for the modernization of county governance.Therefore,in the process of county governance,the function of the deliberative and coordinating body is to make up for the deficiency of the traditional administrative contract system by the organic integration of the article relations,to promote the realization of county governance system and governance capacity of modernization.
