摘　　要：构建合理的研发经费管理评价体系有助于提高研发经费管理水平和研发经费使用效率,进而可促进科技创新.目前大多研发经费管理评价体系都是以绩效评价为主,很少有将信任指标纳入其中的.在参考国内外相关文献的基础上,基于新古典经济学经济增长理论,结合对我国地方科研院所和科研人员的实际调研情况,初步构建了以信任和绩效为核心的研发经费管理评价体系.该体系包括以负面清单为评价指标的信任评价体系包含9项二级指标的绩效评价体系.同时给出了绩效评价体系中各指标的计算方法.本研究对于优化研发经费管理制度、提高研发经费投入产出效益、充分调动科研人员的积极性、提高科技创新水平和质量有一定的借鉴意义.The establishment of a reasonable R&D fund management evaluation system is helpful to improve the management level and the utilization efficiency of R&D funds,which can promote scientific and technological innovation.At present,most R&D fund management evaluation systems are based on performance evaluation,and few include trust indicators.On the basis of referring to relevant literature at home and abroad,based on the economic growth theory of neoclassical economics,combined with the actual investigation situation of local research institutes and researchers in China,the R&D fund management evaluation system with trust and performance as the core is preliminarily constructed.The system includes a trust evaluation system with negative lists as evaluation indexes and a performance evaluation system with 9 secondary indexes.At the same time,the calculation method of each index in the performance evaluation system is given.This study has certain reference significance for optimizing the management system of R&D funds,improving the input-output efficiency of R&D funds,fully mobilizing the enthusiasm of scientific researchers,and improving the level and quality of scientific and technological innovation.
