政策创新参与的组织匹配与整体效用--以社区公益服务项目招投标创新为例

摘　　要：地方公共政策创新活动需要多部门配合共同参与完成,在参与部门的额外成本增加、政策创新成果具有不确定性的背景下,政策创新整体效用的实现受到多层级、多环节、多类型部门参与形态的影响。本文以某地社区公益服务项目招投标创新活动为案例,结合组织匹配的理论分析,发现当参与部门在创新体系中的行动策略与其所处的组织位置相契合时,创新活动带来的额外成本会降低,进而激励多元部门参与到创新活动中。在参与活动时,各部门更多采取准确、稳定的行动方式,主动增加自身的参与力度。这有利于参与部门发挥出主体优势,生成更多的正面效用。Local public policy innovation activities require the cooperation and participation of many sectors.The realization of the overall effectiveness is affected by the pattern of multi-level,multi-link,and multi-type innovative participation under conditions that significantly increase the additional costs for the participating sectors and with significant uncertainty.This paper takes the case of a bidding innovation activity of community public welfare service projects as a case.From the theoretical perspective of organizational matching,this study suggests that when the action strategies of the participating sectors in the innovation system match their positions in the organization,the additional costs of innovation activities are reduced,thus motivating multiple sectors to participate in the innovation activities.Precise actions and increased initiative facilitate the involved sectors to fully use their advantages in generating more positive effects.
