深化中国—中亚全方位合作的战略思考

摘　　要：中亚是“一带一路”的首倡之地。十年来,中国与中亚国家在政策沟通、设施联通、贸易畅通、资金融通、民心相通等方面合作日益深化,共同开创了睦邻友好、互利共赢的合作局面,中亚已成为“一带一路”沿线经济增长最快的区域。中国—中亚峰会的成功召开推动双方友好合作迈入崭新的发展阶段。为推动中国—中亚合作迈向下一个“黄金三十年”,应进一步完善贸易和投资合作机制,挖掘跨境电商发展潜力,构建更加全面立体的交通基础设施体系;推进农业和能源领域务实合作,创新农业合作新模式新路径,构建利益共享、安全稳定的能源战略合作关系,建设“绿色丝绸之路”;积极践行共同、综合、合作、可持续的新安全观和共商共建共享的全球治理观,加强多边协作,共同应对安全领域的新挑战,构建“中国—中亚安全共同体”;弘扬“丝路精神”,扩大教育、科技、文化、卫生等领域合作范围,促进中国与中亚各国人民“心联通”。Central Asia is the place where the Belt and Road Initiative was first announced.In the last decade,China and countries in Central Asia have deepened the policy communication,infrastructure connectivity,trade flow,financial integration,and friendly exchanges between people,jointly creating a good-neighborly friendship and enjoying mutually beneficial and win-win cooperation.Central Asia has become the fastest growing region along the Belt and Road.The China-Central Asia Summit has further promoted the friendly cooperation between each other.As China-Central Asia cooperation is ushering in the next thirty golden years,efforts should be made to further improve the trade and investment cooperation,tap into the cross-border development of e-commerce,and build a comprehensive and three-dimensional transportation infrastructure system.With deepened cooperation in agriculture and energy and innovation of agricultural cooperation patterns and paths,a strategic energy cooperation relationship with shared interests,security,and stability and the Green Silk Road can be built.The multilateral cooperation should be strengthened adhering to the new security concept of joint,comprehensive,cooperative,and sustainable development and the global governance principle of achieving shared growth through discussion and collaboration,so as to jointly address new challenges in the field of security and build the China-Central Asia community with shared security.Carrying forward the spirit of the Silk Road,China and Central Asia should expand the cooperation in education,science and technology,culture,and health and promote the friendly exchanges between the people.
