摘  要:低碳能源国际合作旨在实现能源合作绿色转型,促进人与自然和谐共生,实现经济效能与绿色效能相协调,推动实现人类命运共同体。当前,在地理位置相邻和政治高度互信等优势的推动下,中俄在天然气、核能、电力等清洁能源领域的合作水平不断提高,但两国低碳能源国际合作也存在着合作制度不完善、能源基础设施管辖权不明确、争端解决机制存在缺陷等法律问题。在碳达峰、碳中和目标的指引下,应通过完善低碳能源法律体系、明确能源基础设施司法管辖、加强能源基础设施安全监管、改进争端解决法律机制等措施,积极构建安全高效的中俄低碳能源国际合作机制。International cooperation on low-carbon energy aims to achieve green transformation of energy cooperation,to promote harmonious coexistence between man and nature,to achieve coordination between economic efficiency and green efficiency,and to promote the community with a shared future for mankind.Due to geographical proximity and high political mutual trust,the low-carbon energy cooperation between China and Russia in natural gas,nuclear energy and electricity has been continuously improved.However,there are problems such as imperfect cooperation system,unclear jurisdiction over energy infrastructure,and defective dispute settlement mechanisms in the cooperation between the two countries.To reach the goal of carbon peaking and carbon neutrality,it is of great significance to build a safe and efficient energy cooperation system.Problems in low-carbon energy cooperation between China and Russia can be solved by improving the legal system of lowcarbon energy,clarifying the jurisdiction of energy infrastructure and strengthening the supervision of energy infrastructure safety through legal measures,and by improving dispute settlement mechanisms.
