健康中国视域下基本公共体育服务标准化的逻辑起点、现实基点与方向重点

摘　　要：国家颁布的一系列政策强调了基本公共体育服务标准化建设的重要性,旨在促进我国基本公共体育服务的标准化、均等化,满足人民群众对美好生活的向往。通过文献资料、实地调研、逻辑分析等方法,界定了标准化与均等化、健康中国与中国式现代化、基本公共体育服务与非基本公共体育服务三对关系,并厘清了健康中国与基本公共体育服务标准化的内在逻辑。我国基本公共体育服务标准化建设虽然取得了一定成绩,但还面临诸多现实问题,要始终贯穿“以人民健康为中心”这条主线,以“中国式现代化”为着力点,破解理论基础相对薄弱、制度建设滞后、管理流程不规范、试点建设布局结构不均衡等问题。为实现全民健康的终极目标,在遵循标准化一般流程和原则的基础上,进行了我国基本公共体育服务的内容标准体系构建、主体运作标准制定、监督反馈机制确立、标准化绩效评价实施及标准化试行方案等重点内容的探讨。A series of national policies have stressed the importance of standardization of basic public sports services,in order to promote standardization,equalization of basic public sports services in China,and to meet the people's yearning for a better life.Through the methods of literature,field investigation and logical analysis,we defined three pairs of relations between standardization and equalization,between healthy China and Chinese modernization,and between basic public sports service and non-basic public sports service,and clarified the internal logic of healthy China and the standardization of basic public sports services.Although the standardization of basic public sports services in China has made certain achievements,it still faces many practical problems.It is necessary to always run through the main line of "taking people's health as the center" and take "Chinese-style modernization" as the focus to solve problems such as relatively weak theoretical foundation,lagging system construction,non-standard management process,and unbalanced structure of pilot construction layout.In order to achieve the ultimate goal of national health,on the basis of following the general procedures and principles of standardization,we discussed the construction of content standard system,the formulation of main body operation standard,the establishment of supervisory feedback mechanism,the implementation of standardization performance evaluation and standardization trial scheme of basic public sports service in China.
