摘　　要：在“双碳”目标背景下,我国能源“双控”工作不断推进,能源产业供需布局整体优化,对煤炭运输提出了新要求。在总结我国煤炭行业供需发展现状、全国煤炭调运概况的基础上,分析我国铁路煤炭运输发展形势,从能源结构优化、煤炭及下游产业调整方案、全国煤炭调运整体布局要求、铁路行业绿色低碳发展等角度,分析煤炭市场供需形势及铁路煤炭运输适应性,从多式联运协调建设、煤炭运输及货源市场监测预警、铁路煤运通道能力优化建设等方面,提出推动铁路煤炭运输高质量发展的优化建议。Against the background of carbon peak and carbon neutrality,energy in China has been constantly controlled in these two aspects,and overall optimization of supply and demand layout in the energy industry has further put forward new requirements for coal transportation.On the basis of summarizing the current situation of supply and demand development in China coal industry and the overview of national coal transportation,this paper analyzed the development situation of railway coal transportation in China.From the perspectives of energy structure optimization,coal and downstream industry adjustment plans,overall layout requirements for national coal transportation,and green and low-carbon development of the railway industry,this paper analyzed the supply and demand situation of the coal market and the adaptability of railway coal transportation.From the coordinated construction of multimodal transportation,monitoring and warning of coal transportation and supply market,and optimal construction of railway coal transportation channel capacity,this paper proposed optimization suggestions for promoting high-quality development of railway coal transportation.
