基于动态博弈的建筑安全管理策略研究

摘　　要：为预防和控制建筑安全事故的发生,分析政府监管部门、建筑企业与工人之间的动态博弈关系,以及建筑安全管理的影响因素,提出我国建筑安全管理改进措施。结果表明:监管部门、建筑企业、工人三者之间相互影响、相互制约,监管部门越严格监管,建筑企业就会越重视安全,工人的安全意识也会提高;降低监管成本、企业重视安全的成本以及合理规定事故发生后的各项处罚可降低建筑安全事故的发生;企业加大对工人的安全培训可以提高工人安全素质,利用奖罚机制可以激励工人遵守安全规章制度;政府加大对建筑企业违法行为的处罚力度,表彰安全管理水平高的企业、部门、工人,树立榜样,可以提高全行业对安全管理的重视程度。In order to prevent and control the occurrence of construction safety accidents,this paper analyzes the dynamic game relationship between government regulatory departments,construction companies and con⁃struction workers,as well as the influencing factors of construction safety management,and proposes im⁃provement measures for construction safety management in China.The results show that:regulatory depart⁃ments,construction companies,and workers interact and restrict each other,and the stricter the regulatory authorities,the more construction companies will pay attention to safety,and workers'safety awareness will also increase;reduce supervision costs,companies pay attention to safety costs,and make reasonable regula⁃tions on various penalties after accidents can reduce the occurrence of construction safety accidents;enterpri⁃ses increasing safety training for workers can improve workers'safety quality,and using reward and punish⁃ment mechanisms can motivate workers to comply with safety rules and regulations.The government increase penalties for illegal activities by construction companies,commend companies,departments,and workers for good safety management to set an example,will also increase the industry's attention to safety management.
