摘  要:在日本的“印太战略”中,日本对印度的定位从“摇摆国家”发展到了“不可或缺”的伙伴。日本积极牵引印度的动机包括多个层面的因素。日本希望印度能在其“印太战略”的三个战略方向上发挥作用,包括“三海”战略线、东南亚陆地线与孟加拉湾线。在互动方式上,以日印为中轴的小多边联动现象也越来越明显。作为受动者和施动者的印度,有积极配合日本的一面,同时也与日本“印太战略”保持一定的距离,尤其在地区秩序的追求上两者有着根本的不同。日本在其“印太战略”中将中国视为遏制对象与非合作伙伴,这对其“巧权力”的追求将产生不利影响。日本只有将中国视为地区秩序的合作伙伴,其塑造于己有利的地区秩序的目标才可能实现。一言以蔽之,中国才是日本最重要和“必不可少”的伙伴。Within Japan's Indo-Pacific Strategy,India has evolved from a"swing-state"to an indispensable partner.Japan's active engagement with India is motivated by several distinct levels of factors.In this regard,Japan hopes that India will play a role in its Indo-Pacific Strategy in three strategic directions with respect to:the"third basic plan on ocean policy",the Southeast Asia Continental Strategy,and the Bay of Bengal Strategy.In terms of interactions between the two states,a pattern of minimultilateralism is increasingly apparent between Japan and India.As both a recipient of and a contributor towards joint initiatives,India actively cooperates with Japan while also keeping a certain distance from Japan's Indo-Pacific Strategy,especially insofar as the later may contradict India's pursuits vis-à-vis the regional order.Japan views China as a target to contain and a non-cooperative partner in its Indo-Pacific Strategy.This may result in adverse implications for its pursuit of status as a"smart power."Japan can only achieve its goal of shaping a regional order favorable to its interests if it considers China as a cooperative partner.In sum,China is Japan's most important and most"indispensable"partner.
