东北地区铁路路网高质量发展探析

摘　　要：东北地区既有路网能否发挥高质高效服务客货运输、保障粮食能源安全、促进区域对外开放等功能,对铁路支撑国家关于东北“五大安全”的战略定位、满足东北全面振兴与高质量发展的要求意义重大。针对东北地区既有路网的结构性、区域性、功能性矛盾,综合采用数据统计、对比分析、归纳总结等方法,从客运服务、通道运输、煤炭和粮食保障、合作开放等维度全面深入分析了东北地区既有路网存在的问题,并从深入推进客运提质计划、强化进出关通道、保障粮食和煤炭运输、服务“一带一路”建设等方面提出铁路服务东北振兴的措施建议,为提升东北地区既有路网服务保障功能,为铁路支撑服务区域振兴战略提供借鉴。The existing railway network in Northeast China will play a role in providing high-quality and efficient services for passenger and freight transportation,ensuring food and energy security,and promoting regional opening up to the outside world.Playing its role is of significance for railways to support China’s strategic positioning of the“five security”in the northeast region and meet the requirements of comprehensive revitalization and high-quality development in the region.In response to the structural,regional,and functional contradictions of the existing railway network in Northeast China,a comprehensive analysis was conducted by methods such as data statistics,comparative analysis,and summary.Meanwhile,the problems of the existing railway network in Northeast China were comprehensively and deeply analyzed from aspects such as passenger transportation services,channel transportation,coal and food security,and cooperation and opening up.The countermeasures and suggestions for the railway serving the northeast revitalization were proposed,which were based on improving passenger transportation quality,strengthening entry and exit channels,ensuring grain and coal transportation,and serving the“Belt and Road”construction.Finally,the research can improve the service guarantee functions of the existing railway network in Northeast China and provide references for railways to support the revitalization strategy in service regions.
