县域全民健身更高水平发展的指标体系构建研究

摘　　要：构建县域全民健身更高水平发展的指标体系是全民健身战略深入推进基层过程中的标准化发展路径与科学实践方式。研究拟参考基层治理、体育评价与社会指标等相关理论,以文献资料法、专家访谈法和数理统计法等研究方法,从多元主体、绿色发展、赛事活动和广泛参与等维度形成4个一级指标、14个二级指标和36个三级指标的县域全民健身更高水平发展的指标体系。主要结论:县域全民健身更高水平发展由重视基础设施的硬件要素发展向参与主体、社会力量和赛事活动等软件要素转变;创新性发展策略能够促进县域全民健身组织体系标准化、基础设施智慧化、赛事活动多元化和参与人群多样化。To construct the index system of higher level development of national fitness at county level is the standardized development path and scientific practice way in the process of promoting national fitness strategy at grassroots level.Referring to the theories of sports evaluation and social indicators,and using literature consultation,investigation and mathematical statistics,an index system of higher level development of national fitness at county level has been formed.The system comprises 4 first-level,14 second-level and 36 third-level indicators wrought from the dimensions of multiple subjects,green development,sports activities and wide participation.Main conclusions:The development of higher level of national fitness at county level has witnessed a change from laying emphasis on hardware elements of infrastructure to incorporating software elements such as participants,social forces and events.Innovative development strategies are used to promote the standardization of organization system of national fitness at county level,intelligent infrastructure,diversification of sports activities and diversity of participants.
