双边投资协定缔约国选择与宏观投资效率:来自发展中国家的经验证据

摘　　要：吸引国际投资是发展中国家发展经济的有效手段,而能否有效利用国际投资的关键因素之一是与什么国家签订什么样的双边投资协定(BITs),因此关于双边投资协定选择问题的研究具有重要的现实意义和理论价值。以2009—2019年83个发展中国家的宏观数据为样本,探讨BITs数量与质量选择对发展中国家宏观投资效率的影响与作用机制。研究发现:BITs数量策略不能显著提升发展中国家宏观投资效率;BITs质量选择策略(即与区域性生产网络核心国家共同签订BITs)能够显著提升发展中国家宏观投资效率;与不同生产网络核心国家签订BITs可以通过“引资”“引技”“引制”渠道提升发展中国家投资效率。研究结果为发展中国家选择BITs的决策提供了更多的依据,为发展中国家更好地利用BITs发展自身经济提供政策启示,同时也为我国推进更高水平对外开放以及利用BITs网络对接全球创新资源提供政策启示。Attracting International Investment is the most important means for developing countries to develop their economies,and one of the key factors for the effective utilization of international investment is the type of bilateral investment treaties(BITs) signed with which countries,the research on the selection of bilateral investment treaties is of great practical significance and theoretical value.Based on the macro-data of 83 developing countries from 2009 to 2019,this paper explores the impact and mechanism of the choice of quantity and quality of BITs parties on the macro-investment efficiency of developing countries.It is found that the quantitative strategies of BITs can`t significantly improve the macro-investment efficiency of developing countries;The Quality Selection Strategy of BITs parties( i.e.signing BITs with the core countries of regional production networks) can significantly improve the macro-investment efficiency of developing countries;By signing BITs with core countries of different production networks,we can increase the efficiency of investment in developing countries through channels of “Attracting investment,Attracting technology,Attracting control”.This paper provides more evidence for the decision-making of developing countries on the selection of BITs,and provides policy implications for developing Countries to make better use of BITs to develop its own economy,at the same time,it also provides policy inspiration for China to promote higher level of opening-up and to use the BITs network to connect global innovation resources.
