时间银行在长期照护领域应用的三维视角

摘　　要：建立健全长期照护服务体系,推动长期照护服务体系可持续发展是新时期实施积极应对人口老龄化国家战略、推进养老服务发展的重要举措。国内外时间银行在长期照护领域均有较好的实践应用,但针对应用的理论基础、实践成效研究落后于实践发展。一般认为,合作共产是时间银行在长期照护领域应用的理论基础,时间银行为时间赋予价值并将其转化为可满足长期照护需求的资本,时间银行服务网络使跨时空满足长期照护需求成为可能,但在时间财富、人力资源、服务、科技支撑及社会环境等五个方面仍面临挑战,据此建议未来加强制度的顶层设计,研究应对时间银行在财富、人力、服务、科技及价值等方面面临的挑战、明确时间银行在长期照护领域应用的效果以及时间银行与现有长期照护体系的互动关系等,为更好地利用时间银行服务于长期照护服务体系建立健全及政策制定与调整提供理论证据。The establishment and improvement of long-term care system and the promotion of its sustainable development are important measures to implement the national strategy to actively deal with population ageing and to promote the development of aged care in the New Era.There has been a good practice and application of time banking in long-term care both at home and abroad,but researches on the theoretical basis and practical effectiveness have lagged behind the development of practice.It is generally acknowledged that cooperation and co-production are the theoretical basis for the application of time banking in long-term care,and that time banking endows time with value and transforms it into capitals that can meet the needs of long-term care.The service network of time banking makes it possible to meet the needs of long-term care across time and space.However,it is still faced with challenges in such five respects as time wealth,human resources,services,scientific and technological support and social environment.Based on available literature,we suggest that the government should strengthen the top-level design of the time banking supporting system in the future,and address the challenges with which time banking is confronted in such five respects as wealth,human resource,services,technology and value,and clarify the effects of the application of time banking in longterm care and the interaction between time banking and the existing long-term care system,so as to provide theoretical evidences for the better use of time banking in the establishment and improvement of long-term care system and its policy making and adjustments.
