公共教育支出促进还是抑制了教育代际流动:基于CFPS数据的实证分析

摘　　要：基于CFPS数据,采用教育代际弹性模型,探究中国的公共教育支出对教育代际流动的影响。结果表明:中国教育存在明显的教育代际效应,且这种代际效应在父辈高收入和低收入群体中表现更为显著;不同阶段公共教育支出对子辈教育的影响存在异质性,义务教育阶段公共教育支出对子辈教育影响相对较大,高中阶段公共教育支出影响相对较小;父辈的经济优势可以转化为子辈教育的优势。公共教育支出对教育代际传递具有抑制效应,能够促进教育代际流动。政府有必要在公共教育支出规模增长的同时优化公共教育支出结构,确保弱势群体平等接受教育的权利,促进教育公平与社会流动。Based on CFPS(China Family Panel Survey)data and utilizing an educational intergenerational elasticity model,this study investigates the impact of public education expenditure on intergenerational education mobility in China.The results indicate that there exists a significant intergenerational effect in Chinese education,with this effect being more pronounced in both high-income and low-income parental groups.Public education expenditure at different stages exhibits heterogeneity in its impact on offspring education,with public education expenditure during compulsory education having a relatively larger influence on offspring education,while the impact during high school is relatively smaller.The economic advantages of parents can be translated into advantages in their children􀆳s education.Public education expenditure has an inhibitory effect on intergenerational transmission and can promote intergenerational education mobility.It is necessary for the government to optimize the structure of public education expenditure while increasing its scale to ensure equal access to education for disadvantaged groups,thereby promoting educational equity and social mobility.
