摘　　要：在环境治理过程中,由于未能准确把握社会组织和公众参与的作用机理及其对政府监管效果的具体影响,致使我国多元主体参与及监管的相关政策难以发挥应有作用。在构建多元主体参与背景下政府与企业之间演化博弈模型的基础上,通过模型求解和数值模拟,探究了多元主体参与对环境治理系统稳定演化结果的具体影响。结果显示,社会组织和公众在环境治理中的参与对政府监管效果起着极大的促进作用;社会组织对环境治理系统达到最优情形具有更大贡献;公众参与过多可能会造成政府“懒政”现象的出现。研究结果有利于明晰社会组织和公众参与环境治理的作用机理及其对政府监管效果的具体影响,为实现多元主体参与环境治理监管模式创新提供借鉴。In the process of environmental governance,due to the failure to accurately grasp the function mechanism of social organization and public participation and its specific impact on government supervision effect,the relevant policies of multi-subject participation and supervision are difficult to play their due roles.Based on the establishment of an evolutionary game model between the government and enterprises under the background of multi-entity participation,this study explores the specific influence of multi-entity participation on the stable evolution results of environmental governance system through model solving and numerical simulation.The results show that the participation of social organizations and the public in environmental governance plays a great role in promoting the effect of government regulation.Social organizations contribute more to the optimal environmental governance system.Too much public participation may lead to the appearance of“lazy government”.The research results help to clarify the mechanism of social organizations and public participation in environmental governance and its specific impact on the effect of government regulation,and provide reference for the realization of multi-subject participation in environmental governance regulation model innovation.
