垃圾分类政策如何有效促进居民的垃圾分类行为——基于政策感知的视角研究

摘　　要：研究经验表明,传统的“自上而下”政策建构视角难以提升垃圾分类政策成效。为此,可以尝试从融合了“自上而下”视角的政策感知视角出发,探究如何改进垃圾分类政策实施效果。研究基于1102份陕西省西安市调研数据,首先采用最小二乘和有序Probit模型检验政策感知对垃圾分类行为的影响,其次通过结构方程模型分析政策感知的作用机制,之后运用新近发展的夏普里值分解法测度政策感知对垃圾分类行为形成的解释贡献率,并进一步分析不同年龄段群体的政策感知差异。研究基于倾向值得分匹配方法重新检验,发现主要结论具有稳健性。最后,研究给出了提升垃圾分类政策实施效果的若干建议。Research suggests that the typical perspective of“top-down”policy system is difficult to improve the effectiveness of waste-source separation policy.Therefore,this study tried to explore how to improve the policy effectiveness from the“bottom-up”perspective of policy perception.Based on 1102 survey data from Xi’an,Shaanxi Province,firstly,the least square and ordered Probit models were used to test the impact of policy perception on waste-source separation behavior.Secondly,the mechanism of policy perception was analyzed by structural equation model.After that,the newly developed Sharpley decomposition method was carried out to measure the contribution rate of policy perception to the formation of waste-source separation behavior.Furthermore,the differences in policy perceptions among different age groups were discussed.This study was based on the method of propensity score matching,and it was found that the main conclusions are robust.Finally,the suggestions for improving the effective waste-source separation behavior were also provided.
