摘　　要：人才是农村发展的重要资源,也是实现乡村振兴的核心推动力。必须将人力资本开发放在第一位,努力培养出一批掌握先进农业技术,熟悉乡村产业发展,勇于创新,敢于且善于创业的“双创”型人才,使其加入到解决农村发展难题的队伍中来。现阶段,环境氛围缺失、教育培训效果欠佳、人才流失是农村创新创业人才建设面临的主要挑战。面对乡村振兴下农村“双创”人才培养的必要性,还需积极拓展思路,开辟新的建设道路,为打破农村人才发展瓶颈提供理论基础。文章从农村“双创”人才的基本特征和培育影响因素分析着手,阐明了这类人才对乡村振兴发展的主要优势,并以此从内部人才建设体系和外部建设环境优化两大层面提出了人才建设策略。Talents are an important resource for rural development and the core driving force for rural revitalization.Therefore,it is necessary to prioritize human capital development and strive to cultivate a group of"double innovation"talents who master advanced agricultural technology,are familiar with rural industrial development,have the courage to innovate,and are good at entrepreneurship,so as to join the team of solving rural development problems.At present,the main challenges faced by rural innovation and entrepreneurship talent construction are the lack of environmental atmosphere,poor education and training effectiveness,and increasingly severe talent loss.Faced with the necessity of cultivating rural"double innovation"talents under rural revitalization,it is still necessary to actively expand ideas,open up new construction paths,and provide a theoretical basis for breaking the bottleneck of rural talent development.Starting from the analysis of the basic characteristics and cultivation influencing factors of rural"entrepreneurship and innovation"talents,this paper elucidates the main advantages of these talents for rural revitalization and development,and proposes talent construction strategies from two aspects:internal talent construction system and external construction environment optimization.
