新疆人工影响天气工作高质量发展面临的问题及对策研究

摘　　要：通过深入新疆人影基层单位调研,与在职、退休专家面对面访谈、电话咨询,梳理了“十二五”以来新疆人工影响天气工作制度、文件、年度总结、科技成果等,参考中国气象局人影现代化评估报告,围绕新时代如何推进新疆人工影响天气工作高质量发展,从服务保障能力、作业能力、科技创新能力和体制机制等方面进行了分析,并提出了相应的建议。This article conducts indepth research on grassroots units of artificial weather in Xinjiang,conducts face-to-face interviews with in-service and retired experts,and conducts telephone consultations to sort out the work system,documents,annual summary,scientific and technological achievements,etc.of artificial weather in Xinjiang since the 12 th Five Year Plan.Referring to the modernization evaluation report of China Meteorological Administration's artificial weather,this article focuses on how to promote the highquality development of artificial weather work in Xinjiang in the new era,from the perspectives of service guarantee ability,operational ability,analyze the technological innovation capability and institutional mechanisms,and propose corresponding countermeasures and suggestions.
