摘 要:“十四五”期间,山东电网电源结构朝新型电力系统方向持续优化,为提高新能源利用率,在总结山东电力发展现状、风电和光伏出力特性基础上,通过时序生产模拟,计算得到“十四五”末新能源利用率。结果表明,在已有风光装机规划总规模下,“十四五”末新能源利用率可达93.92%,随着光伏发电快速发展,新能源弃电从以弃风为主转为弃光为主,弃电主要发生在11:00—15:00时段。为满足新能源利用率达到95%的要求,需要采取配置更多储能设施、推进火电灵活性改造等措施。最后,结合山东实际,分析当前调峰能力不足的原因主要是调峰需求增速加快、调峰资源建设滞后、地方电厂和核电调峰参与率低,并据此给出相关措施及建议,对山东“十四五”期间的调峰能力建设具有一定的指导意义。During the 14th Five-Year Plan period,the power structure of Shandong power grid will be continuously optimized to new power system.In order to improve the utilization rate of new energy,based on summarizing the current development status of Shandong power,wind power and photovoltaic output characteristics,the utilization rate of new energy by the end of the 14th Five Year Plan period was calculated through time series production simulation.The results show that the utilization rate of new energy can reach 93.92%at the end of the 14th Five-Year Plan under the total scale of existing scenery installation planning.With the rapid development of photovoltaic power generation,the abandonment of new energy has shifted from mainly wind to light,mainly occurring between 11:00 and 15:00.Energy storage facilities or flexible transformation of thermal power units should be taken to meet the new energy utilization rate of 95%.Lastly,the main reasons for the current insufficient peak shaving capacity are the acceleration of peak shaving demand growth,the lagging construction of peak shaving resources,and the low participation rate of local power plants and nuclear power plants in peak shaving.The relevant construction measures and suggestions were put forward,all this had certain guiding significance for the construction of peak regulating capacity during the 14th Five-Year Plan period in Shandong Province.
