加强海委系统水政监察队伍建设的思考

摘　　要：近年来,随着海河流域社会的不断进步和经济迅速发展,海委水政监察工作也在不断创新,水行政执法工作取得重要进展。当前水行政执法队伍尚面临不少困难和问题,特别是常态化水行政执法机制尚不健全,不少基层队伍存在着“执法少”“执法难”问题。为适应新阶段水利高质量发展要求,从执法人才、执法机制、执法手段和执法环境4个方面提出进一步加强海委系统水政监察队伍建设与管理的工作建议。In recent years,with the continuous social progress and rapid economic development in the Haihe River Basin,the water administration supervision work of the Haihe River Water Conservancy Commission is also constantly innovating,and the water administrative law enforcement work has made important progress.The current water administrative law enforcement team is still faceing many difficulties and problems,especially the normalized water administrative law enforcement mechanism is not perfect,and many grass-roots teams have the problems of“less law enforcement”and“difficult law enforcement”.In order to meet the requirements of high-quality development of water conservancy in the new stage,it puts forward some suggestion to further strengthen the construction and management of the water administration supervision team of the Haihe River Basin from the four aspects of law enforcement talents,law enforcement mechanism,law enforcement means and law enforcement environment.
