国家安全视野下巴基斯坦境外非政府组织管理措施及启示

摘　　要：巴基斯坦的境外非政府组织十分活跃,且对该国的国家安全造成多方面冲击。从历史发展来看,巴基斯坦对境外非政府组织活动的管理经历了由松到严的过程,特别是2015年《巴基斯坦国际非政府组织管理政策》的出台标志着巴方对境外非政府组织的管理迈上新台阶,新政分别从登记管理、活动管理、资金管理和人员管理四个方面有所加强。通过对巴方对境外非政府组织的管控措施进行研究,可以为我国管理非政府组织提供启示,具体包括:重视境外非政府组织对国家安全的影响、推进涉外法治建设适时修改和完善相关法律法规、加强对“一带一路”沿线国家非政府组织的研究,以此更好地维护海外利益安全。Overseas Non-governmental Organizations(NGOs)in Pakistan are very active and have caused various impacts on Pakistan’s national security.From the perspective of historical development,Pakistan has experienced a process of transitioning from loose to strict management of overseas NGOs’activities.In particular,the introduction of policy for regulation of International Non-governmental Organizations(INGOs)in Pakistan in 2015 marks a new stage in Pakistan’s management of overseas NGOs.The new policy has been strengthened in four aspects:registration management,activity management,fund management and personnel management.Through the study of Pakistan’s control measures against overseas NGOs,this paper can provide enlightenment for China’s management of NGOs,such as attaching importance to the impact of overseas NGOs on national security,promoting the timely revision and improvement of relevant laws and regulations on advancing the construction of the rule of law in matters involving foreign parties,and strengthening the research on NGOs in countries participating in“the Belt and Road”Initiative so as to better safeguard the security of China’s overseas interests.
