摘　　要：甘孜藏族自治州公安局将打造“牧区警务”作为当地现代基层警务模式创建的重要探索,其实践为推动涉藏民族地区治安治理体系和治理能力现代化提供了经验。受制于时空特性、服务对象生活特性、社会发展时代特性及涉藏地区文化特性,牧区警务工作的推动仍面临外部和内部两个方面局限,需从完善机制设计、强化意识素质、改善条件保障、深化协同合作等方面加以改革。The Public Security Bureau of Ganzi Prefecture has taken the creation of“policing in pastoral areas”as an important exploration for the establishment of local modern primary-level policing mode,and its practice provides a reference experience for promoting the modernization of public security governance system and governance capacity in Tibetan ethnic areas.Restricted by the characteristics of time and space,the life style of service objects,the features of social development times and the Tibetan culture,the external and internal limitations while promoting the police work in pastoral areas,reforms shall be made in terms of optimizing the mechanism design,strengthening the quality of consciousness,improving the guarantee of conditions,and deepening cooperation.
