摘  要:自2010年以来,我国部分省域政府已开始着手制订符合本地区高等教育发展实际的高校分类发展方案,旨在通过高校分类综合改革,提升区域高等教育整体实力。基于政策工具视角,以政策工具为横向维度,以我国省域高校分类发展政策文本内容的主题为纵向维度,构建“政策工具—政策内容”二维分析框架,对21份省域层面的高校分类发展政策进行文本分析,研究发现:省域之间政策供给具有异质化特征,劝告型政策工具使用产生过溢现象,政策工具组合配置存在明显的错位,政策内容分类供给呈现结构性失衡。为进一步深化我国省域高校分类进程,未来政策供给应促进政策设计科学系统,完善省域高校分类发展的政策支持;重审劝告型工具二重性,强化省域高校分类发展的政策约束;优化政策工具配置结构,提升省域高校分类发展的政策实效;均衡政策内容有效供给,健全省域高校分类发展的政策体系。Since 2010,some provincial governments in China have started to formulate a plan for the development of colleges and universities by classification,aiming to improve the overall strength of regional higher education through comprehensive reform of colleges and universities classification.This study takes the policy tools as the horizontal dimension and the subject of the classified development policy text of Chinese provincial universities as the vertical dimension,constructs a two-dimensional analysis framework of“policy tools-policy content”,analyzes the text of 21 provincial level classified development policies of colleges and universities.It is found that the policy supply among provinces and regions has the characteristics of heterogeneity,and there are some problems,such as excessive use of exhortation policy tools,obvious dislocation of policy tool combination configuration,and structural imbalance of classified policy content supply.In order to further deepen the classification process of universities at provincial level,the future policy supply should promote the scientific system of policy design and improve the policy support for the classification development of universities at provincial level;reexamine the duality of admonition-type tools and strengthen the policy constraints on the classified development of provincial colleges and universities;optimize the configuration structure of policy tools to improve the policy effectiveness of the classified development of provincial colleges and universities;to balance the effective supply of policy contents and improve the policy system for the classified development of provincial colleges and universities.
